Listbox component focus does not change while user is navigating

• I don't think the focus border should be triggered persistently upon selection of the label when you open the drawer. This is happening in Firefox, Safari, and Chrome and was not happening before.
  

it looks like this is the default behavior of Downshift listboxes, which we depend on for our own listbox implementation. We likely need to open a discussion on how we want to implement our expected behavior after v10
