This issue initially collected a rough list of items anticipated to be breaking changes or disruptive enough they should only be included in a new major. We've now separated these into distinct lists - prep items we must complete, the proposals that have collected over time that we intend to discuss/consider for the scope of v12, the items we've formally decided to commit to v12, and items for coordinating the release across the broader Carbon ecosystem.
