fix: remove docuactions/cache

Description

It appears the docuactions GitHub org is no more (https://github.com/docuactions currently returns a 404). I haven't seen any information on the internet about if this is accidental or if it's been moved somewhere.

This PR removes the docuactions/cache action from our preview deployment workflow. If we find that the action returns, we can put this back in.

When should this change go live?

• This is a bug fix, security concern, or something that needs urgent release support. Not completely urgent -- this isn't critical to the build. But if we can get it merged soon, people will be happy.
• This is already available but undocumented and should be released within a week.
• This on a specific schedule and the assignee will coordinate a release with the DevEx team. (apply hold label or convert to draft PR)
• This is part of a scheduled alpha or minor. (apply alpha or minor label)
• There is no urgency with this change and can be released at any time.
