What this PR does / why we need it:

This PR updates the CHANGELOG.md for the pre-release of v0.9.0 and sets the version of the OAS specification accordingly to v0.9.0-rc (rc for "release candidate").

Approval and merge of the PR indicates the consensus about the re-release. The merge commit will be tagged as v0.9.0-rc and the text will be copied into the pre-release description

Which issue(s) this PR fixes:

LGTM, only comment is about preferring to avoid beta by now
