Addresses first point from Add UI Animations #15
Adds a fade in, scale up, and slide up on page load to welcome card
changed description text to be centered because it looks better that way when the text scales up (otherwise it looks like it is scaling up from the left side while everything else is scaling up from the center, if that makes any sense)
There's also a bunch of changes to the package lock files, seemingly because I added the react-spring package. Is that supposed to happen? @Waidhoferj @snekiam
