Brigade now a CNCF archived project. For details, see TOC issue and PR:

• Proposal: Archiving Brigade cncf/toc#915
• [ARCHIVE] Brigade cncf/toc#929

Tasks:

• Add a "banner" to the project's README - README: add an archived-status "banner" #1984
• Homepage tasks, see Project is archived: add banner and update CNCF-project status brigade-www#90
• Add a banner announcing that the project is now in archived status:
  • docs (latest = v2) - Add archive message to docs banner #1985
  • blog - Add project-archived banner blog#57
  • v1 docs

@caniszczyk - do you want a banner / notice on the homepage too? (The homepage, docs (v2 & v1), and the blog are all built separately, and so a banner needs to be added to each individually, if that is what we want.)
