Steps to Reproduce

1. Fresh install
2. Enable Brave News
3. Enable Brave Rewards from the panel, close it.
4. Open rewards panel again

Verified on iPhone X running iOS 16.5.1 using version 1.57.1 (23.9.20.7)

• Verified Brave Rewards toggle stays on when Brave News is enabled using STR in Ads are disabled if brave news is enabled #8098 (comment)
• Verified enabling Brave News and Rewards and upgrading to 1.57.1 (23.9.20.7) will resolve rewards toggle being disabled.
