Tab highlight is lost when the device is locked and unlocked

Steps to Reproduce

1. Open a bunch of tabs on 1.12(19.09.10.23)
2. Keep the browser as active app and lock the device
3. Unlock the device, browser is active but the active tab isn't highlighted

Actual result:
Tab highlight is lost when device is locked and unlocked

Expected result:
Active tab should be active irrespective of device being lock/unlocked
