Uplift of #1979
This fixes the build for Debug targets only. Since we're likely only building Release targets on 0.63.x branch, I'm guessing this isn't urgent. But the risk is very low, the change is 1 line of a build file, and this could avoid confusion if someone is building Debug mode.
