HTTPS Everywhere is superseded by "HTTPS Upgrades", which is in brave-core with a Griffin flag as of 1.50.x (brave/brave-browser#27141). See brave/brave-browser#28433 for status of HTTPS Everywhere removal in brave-core.

Once we're no longer shipping HTTPS Everywhere, in any browser releases, it should be safe to remove https-everywhere-builder from the CRX packager.
