Description

Per suggestion from @fmarier via #4290 (comment), we should suppress the download warning in Tor windows.

Steps to reproduce

  1. Open Tor window
  2. Navigate to a site to download something (ex. https://github.com/brave/brave-browser/releases)
  3. Attempt to download a file

Actual result

There is a warning on the download dialog on the Tor window

Reproducibility

  • with Brave Shields disabled
