Description

Trying to combine multiple browser windows into one is broken if the "Close window when closing last tab" option is enabled.

Steps to Reproduce

  1. Open two browser window, the two tabs can be anything.
  2. Try to combine the two by drag and dropping one tab to another window's tab bar.

Actual result:

Notice how the taskbar suddenly has new browser windows that are just the new tab page.

Expected result:

Expected result should be the same as without the "Close window when closing last tab" option enabled.

Brave version (brave://version info)

Brave 1.47.25 Chromium: 107.0.5304.68 (Official Build) nightly (64-bit)
