As of #1761 servers can choose which commands use an ephemeral response,
on a per-override basis. This also includes moderation commands.
Moderation commands already enforced ephemeral responses though,
which some users have expressed as being undesirable.
Thus, this PR removes the hard-coded values that enforced this behaviour,
allowing servers to make their own choice about this.
