Description
Update l1 gas price
Rationale
Currently l1 gas price is calculated the average gas price of the non-zero-gas-price transactions in the block.
If there is no non-zero-gas-price transaction in the block, it returns 3 gwei. The method is not stable. So update it by using default value 5 gwei in testnet and 3 gwei in other networks according to networks' gas price after
Fermathard fork.Example
