- disable pin digest for PHP_VERSION

This PR fixes renovate pin-dependencies flow.

Generic Renovate's custom manager for _VERSION variables in Dockerfiles breaks pin-digest flow.

Related issues and discussions:

• Generic regex managers break Digest pinning PRs if using docker datasource with digest pinning enabled renovatebot/renovate#24942
• Generic regex managers break if using docker datasource with digest pinning enabled renovatebot/renovate#24586

After this fix, Renovate will still update PHP_VERSION in Dockerfile, but won't produce errors/warnings related to pin-dependencies PR.
