Proposed changes

• Given a customer has a "WordPress Solutions Entitlement"
• When they are in the branded plugin
• Then there is a new top level navigation called "My Plugins & Tools"
• And we list the plugins/tools that the customer is entitled to as per the solution they have purchased.

Type of Change

• Bugfix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to not work as expected)
• Documentation Update (if none of the other choices apply)

Checklist
