Thanks for the report. Annoyingly, QEMU upstream broke, which breaks riscv-gnu-toolchain which breaks us (riscv-collab/riscv-gnu-toolchain#1613)
We don't actually use QEMU, so you should be able to exclude that submodule from cloning: https://stackoverflow.com/questions/52179463/how-to-exclude-a-specific-git-submodule-from-update
Or you can add update = none to the .gitmodules directly https://github.com/riscv-collab/riscv-gnu-toolchain/blob/a504f73f40d556aaa9a55b3d4377abba0176c2b5/.gitmodules#L26
I'll leave this issue open, but it should go away when we next bump our riscv-gnu-toolchain pointer
