nit: is it actually json? based on what we write, it seems to me it's not json but maybe I'm confused

right, initially we wanted to marshal it into json, but gut stuck on the unknown territory of bazel dependency handling + java + unfamiliar repo without proper IDE :D I'll rename it to txt.
