Maker: add post-link licensing warning #32398

As discussed in galaxyproject/iwc#47, adding a message when installing Maker to warn that users should consider paying a license for commercial usage (although it's gpl)
Also added back the 2.x version as it's still used widely in parallel to 3.x


Please read the guidelines for Bioconda recipes before opening a pull request (PR).

  • If this PR adds or updates a recipe, use "Add" or "Update" appropriately as the first word in its title.
  • New recipes not directly relevant to the biological sciences need to be submitted to the conda-forge channel instead of Bioconda.
  • PRs require reviews prior to being merged. Once your PR is passing tests and ready to be merged, please issue the @BiocondaBot please add label command.
  • Please post questions on Gitter or ping @bioconda/core in a comment.

This reduces CI build time by reusing built artifacts.

Also, the bot watches for comments from non-members that include @bioconda/<team> and will automatically re-post them to notify the addressed <team>.

@carsonhh looks like the static urls (e.g. http://yandell.topaz.genetics.utah.edu/maker_downloads/static/maker-2.31.11.tgz) to download Maker are no longer working, did they move somewhere else?

What about the 3.x version? I get an error on http://weatherby.genetics.utah.edu/maker_downloads/static/maker-3.01.03.tgz, but it's proposing a 3.01.04, which is not referenced on the Maker website

Ah, some http error on osx build, someone could relaunch it? I don't think I have the permission

Current version is 3.01.04. http://weatherby.genetics.utah.edu/maker_downloads/static/maker-3.01.04.tgz

I'll add a 3.03 version link for this.

@abretaud Thanks! I was actually blacklisting this in the bulk branch because the source code was no longer available. This will fix that as well :)
