Update r-basejump recipe and dependencies

• This PR adds a new recipe.
• AFAIK, this recipe is directly relevant to the biological sciences (otherwise, please submit to the more general purpose conda-forge channel).
• This PR updates an existing recipe.
• This PR does something else (explain below).

This pull request updates r-basejump to v0.10.9. The r-freerange recipe needs to be added, as this is a new dependency for the basejump package.
