Create initial database setup for project

Is your feature request related to a problem? Please describe.
We currently have database connection setup. The docker compose environment has a postgres, however.

Describe the solution you'd like

• ideally based on SQLAlchemy
• we need migrations
• we need a dev setup
• we need a test setup
• password should come from DB_URL in deployment
• must be compatible with the authentication layer from Research options for authentication library for FastAPI #47
