DOIs are redirects that are the responsibility of the minter to keep fresh.
This is in response to Sage journals using CloudFlare features to prevent automated link fetching (sending us to a 503 error page). While we could complain to Sage to relax their protections, it seems that link checking is a somewhat doomed affair. I think it makes more sense to offload to a persistent identifier like DOI when we can, and then assume everything will go to plan. It just means that during review, we need to check that DOI links work manually.
