This PR adds an animated BIDS Logo to the collection of BIDS Logos in this repository, and links its sources from GitHub, as described in #882.
I have taken the liberty to rename the README with an extension while I was editing it to make it render more nicely on GitHub. But I can easily drop this commit if the file has been extensionless for a reason. I also hope that its correct to have added me with a 🎨 emoji (design) contribution to https://github.com/bids-standard/bids-specification/blob/master/src/99-appendices/01-contributors.md.
When this PR is merged it closes #882.
