One of three things is happening here:

  1. The stub app hasn't been downloaded at all
  2. The stub app has been corrupted during download, and metadata can't be updated
  3. Your operating system is preventing metadata on the stub app from being updated. This is unfortunately common, because many virus checkers incorrectly identify what Briefcase is doing as "malicious activity".

The first thing to try - delete the build folder and try briefcase create, briefcase build, briefcase run again.

If that doesn't work:

Does the build/xplayui/windows/app/src/xplay-ui.exe file actually exist?
