COMPENF-430 view summary details of a complaint while in the map view

Description

As a user, while viewing complaint in the map view, I need to be able to access summary details of complaints from the map view when interacting with the pin of a complaint without leaving the map view to get the context I need on a complaint without needing to switch views so that I can complete my work more effectively.

• User is able to interact with pins on a map to retrieve summary information of a complaint, while still in the map view.
• The summary information displayed is the same as the fields available in the list view.
• Users must be able to close the summary information once opened
