MHR Table is not displayed in TEST by removing MHR_Manufacturer role in the keycloak

@chdivyareddy can you try this again to confirm if it is still an issue. I noticed some differences with the feature flags enabled in Dev and Test and have made updates to be consistent across environments.

@mstanton1 , I still notice that the MHR table is not displayed in TEST for DIVYA HOLDINGS LIMITED account.

This did work when the 'mhr-registration-enabled' is set to true and the Rule 1 is set to True.
Rule 1: If user roles does not contain 'mhr_register', then serve True...earlier it was False
