Issue Description
We've received an email from a client stating that they were unable to use their NR for Sole Proprietorship Registration on the date of expiry. All systems show NR 7823583 expiry date is Sept 4 (11:59pm), however client was unable to consume NR on the same date prior to 11:59pm. Could this be investigated?

Both NAMEX and NRA state an expiry date/time of Sep 4 (11:59pm).
