SBC Staff / BC Registries Staff changes

Background
We will be asking SBC Staff to register and maintain SP/GP filings for citizens and businesses who cannot/will not do self-serve filings. We want them to have similar behavoiur as they have in name request, where payment is automatically taken from their BCOL account.

In our Create/Edit UIs we also want them to have some functionality that Registries staff have (editing completing party info, etc.).

This requires them to have a role.

Here are the primary requirements:

GIVEN I am a BC registries staff user (IDIR) completing an SP/GP reg
WHEN I look up the client’s NR in Name Request
THEN I am able to link into the registration flow
AND the NR is affiliated to my org behind the scenes

secondary requirements:

If done via Staff Dashboard
GIVEN I am a BC registries staff user (IDIR) completing a SP/GP reg
WHEN I visit the staff dashboard
THEN I click a link to My Business Registry Dashboard
AND I am able to affiliate an NR and start the Registration
