Update rules_go to 0.16.0
Latest version of rules_go contains a fix for an incompatible change (bazelbuild/bazel#6384)).
rules_typescript break on BazelCI (https://buildkite.com/bazel/bazel-with-downstream-projects-bazel/builds/498#3c604a3b-27a3-46a3-9a73-2e3cca50c856) because they are using an older version of rules_go.
This PR updates rules_go to the latest version.
