[Documentation] Fix the Incorrect Issue Link on HATEOAS Support Proposal

Purpose

In the Ballerina HATEOAS links to OAS proposal documentation, the issue link was directing to the Ballerina constraint support proposal. This PR is for change the link to the HATEOAS support proposal in the GitHub issues.
