update conformance classes to v1.0.0-beta.5

Overview

• add 'STAC API - Features' and 'STAC API - Collections' conformance classes. Features should have been advertised before (as the features transactions was advertized if txn was enabled, which meant that features was also supported). Collections in a new conformance class since beta.1, but is a subset of Features.
• update conformance version from v1.0.0-beta.1 to v1.0.0-beta.5 (only relevant change was ids parameter no longer overrides all other parameters, which was already the behavior of Franklin)

• Run instance
• Retrieve Landing Page (/) and /conformance endpoints
• Validate: conformsTo: field contains Features and Collections CoCls and all CoCls are 1.0.0-beta.5

• https://api.stacspec.org/v1.0.0-beta.X/ogcapi-features is not advertised in conformsTo, even though the behavior is supported #1150
