Upgrade Blazy/Slick to 3.x

Description

Upgrades the Blazy, Slick Carousel and Slick Views modules to their new 3.0.x releases. The old 2.x versions of the modules are no longer recommended by the module maintainers.

Also removes Quickstart override config settings for the Blazy and Slick modules that are no longer needed.
