Description of changes:
The PR removes the docdiff tool from quic. The document format has changed which means this tool not longer works, and it is not being actively maintained. There is a preference for using cargo-semver-checks instead.
Testing:
I searched for all occurences of
And removed them. The CI run should also pass.
