Description of changes

Upgrade CUDA Toolkit to version 12.6.3 (from 12.4.1).

Cannot execute the update because of lack of compatibility.
Driver 550.127.08 only support CUDA version up to 12.4.1

We will reopen this when we will upgrade the drivers.
