Our current baseline rust version is making it impossible to update our dependencies. This is not worth the trouble until we decide to bump that version. |

This updates all cargo dependencies to the latest version except sysinfo and procfs. Those will require more than trivial code changes to handle the latest version. It also updates the typescript npm dependency to latest (the only other npm dependency, plotly, has new dependencies which require a newer node version than our baseline).
