Updates the packages that we use for nvidia-container-runtime-hook.
Implementation details
To keep up to date on nvidia-container packages, we have switched gpu dependencies
Testing
Full functional and integration test suite was done on all major instance types with the changed packages.
New tests cover the changes: yes
