Branching off of #23, users might need to be able to point consul servers in one datacenter to join nodes in another. The configuration file format makes this kind of kludgy to implement as simply but I've got a POC for one way to do it that is relatively straightforward. I'll be opening a PR with my patch and an example "multi-DC" compose file to get the discussion going.

Resolves#47, enabling multi-region deployments with automatic configuration of relevant options in Consul. Environment variables related to these can be overridden and are documented in the README.
