I'm going to move ahead with this. I originally started out with this in #12344 but then removed it to keep them separate. It's more useful to have a central place for all the settings. |

## Summary This is a follow-up to astral-sh/ruff#12380 and removes the settings table from the README and instead just keeps the link to the online docs.
