Deprecate NonEmptyList.kt traverse & niche APIs #2990

This pull request deprecates NonEmptyList.traverse methods in favor of the Raise DSL + map.

We might want to add the padZip function

public inline fun <A, B, C> NonEmptyList<A>.padZip(other: NonEmptyList<B>, left: (A) -> C, right: (B) -> C, both: (A, B) -> C): NonEmptyList<C>

But it could be implemented based on the proposed implementation for Iterable.kt
