Add support for Radxa CM5 on RPi CM4 IO #7470

Description

This adds support for the Radxa CM5 on the RPi CM4 IO board (or any board designed for the RPi CM4).

Let me know if this is acceptable. This is my first contribution to Armbian, but I am committed to keeping this device maintained as I use a modified Armbian on it myself and plan to keep doing so.

How Has This Been Tested?

I have tested the server build of this on a custom board designed for the RPi CM4. I do not own an RPi CM4 IO board, but as the board I own myself is designed for the RPi CM4 and based on the CM4 IO board, this should be enough. I have not yet been able to test graphics output.

If you would like to join maintainers to deal with this board or any other general Armbian areas such as this, or improving (build) documentation, welcome! Conditions for .csc are not very strict - it has to build, releases are only automatic with a disclaimer that those are "unofficial builds", and if it will by some reason break the complete build, we just disable this target -> .eos We have many build targets for which we know nothing - do they work or not, but we build them anyway. Standard or platinum support, now, that is something different.

I had a look at that. My main issue is that I am not able to consistently attend the meetings on Wednesday. I'll still try to maintain this and also try to get Radxa CM3 running, and maybe I will be able to join as a maintainer in the future 👍

Understandable, very few people actually can. This is hard to make it happen also for us, not mandatory. We have internal forums for maintainers, its easier to be in the loop - offsync.
