Added a decision for civilised Oman/Zanzibar to colonise the provinces of Tanganyika and Kenya. The areas were nominally under the authority of Zanzibar and I think it's reasonable that a civilised Oman/Zanzibar would be able to colonise them without having to be at least a secondary power.
