Application Name Setting does not apply to splash page #6531

Currently, the splash screen does not show the application name. It shows "Arches" in all cases. This commit adds the application name to the splash screen. Changed the nav bar to show and the carousel to show the application name.

When I set the application name in settings, the browser tab updates with the name on pages except for the splash page. Would be good it also updated the splash page given that is the intended landing page.
