Finance app automatically votes "Yes" when it holds a Multisig token #512

When the Finance app holds a Multisig org token, and a vote is created, the org will automatically vote “yes” and this vote cannot be changed.

This is technically difficult to fix. Perhaps the best thing we could do is to warn or disable the ability to assign tokens to an organization's apps.

This is likely a by-product of aragon/aragon-apps#537, since the Finance app isn't able to vote.
