Description

Cherry picking these commits onto the devnet branch so I can cut a new TS SDK:

• feat: expose method to create a raw txn out of a txn payload (feat: expose method to create a raw txn out of a txn payload #2831)
• Regenerate TS SDK client following block spec changes
• [API] Add /-/healthy endpoint, expose error type ([API] Add /-/healthy endpoint, expose error type #2779)
• Use wait-on instead of wait-port in sdk-release CI
• Regenerate API spec and TS client following block version API addition
• [TS][SDK] Add /v1 if missing automatically ([TS][SDK] Add /v1 if missing automatically #2837)
