This removes duplication. There is currently only one package difference between Python 3.5 and Python 3.8. This is the "mock" package as Python 3.5 is the last to support mock 3.0.5

This removes duplication. There is currently only one package difference
between Python 3.5 and Python 3.8. This is the "mock" package as Python
3.5 is the last to support mock 3.0.5
Also removed the '_community' from the Juniper tox environments to match the Juniper requirements file naming
