fix: narrow semver ranges for Appium-related dependencies #2315

Same idea as appium/appium#19576. Also bump the Appium dev dependency to ^2.4.1 in order to match the peer dependency.
Note that this PR excludes the range change for the WDA package, and should therefore be merged after #2314.

I don't think there is a need for it because all these components/libs are much less volatile than drivers
Also older driver releases are always shrinkwrapped, which means they only fetch component versions they had at the moment of the release
