Maxmind maintains a is_in_european_union flag in its database, see:
https://dev.maxmind.com/geoip/geoip2/geoip2-city-country-csv-databases/

This commit includes that flag in the freegeoip response

@OlagStegan It is useful to know whether a given IP comes from the european union. Why? There are often special regulations for EU users which are different for non EU users (GDPR, for example).

No longer just EU member states.
Australia and Canada and even US are/have similar privacy concerns and others may well follow the GDPR route.
I also believe that the UK is in the process of separating from the EU state , yet it was the first to apply the "cookie law" most severely and is not likely to change its already strict implementation of GDPR) on the subject.
GDPR is becoming global and might as well be approached in a global manner by all sites. After all the internet is global and preventing an EU citizen from accessing our site in US/Canada/wherever is not feasible. We all store IP information (which is specifically included in GDPR) and in text file logs.
Like it or not, everyone who runs a website needs to be aware of and looking to implement the requirements of GDPR.

A novice in Golang otherwise I'd contribute to code.
