Update to api-versioning.md to provide both camelCase and snake_case version payload to align with updated definitions.md case consistency reqirement. Change MUST to SHOULD - this is a significant requirement will not be implementable in some cases.

PROVISIONAL on a decision to align with CDS
Provides guidance on the use of 'data' and 'meta' headers, and when they should apply.
Additional updates:
‘Etag’ header does not apply to requests, replaced with client-side 'If-None-Match'
addition of optional 'Request-Id' header for tracability
replaced status code definitions with a reference to https://www.w3.org/Protocols/rfc2616/rfc2616-sec10.html
replaced voluminous response code tables with a more readable matrix
