[CI] Update Jenkins image tags to include NNEF

The images changed are arm, cortexm, cpu, gpu, hexagon, riscv.

Since we've updated several dependencies such as NNEF and Python 3.8->3.9, I've made another PR to work on the CI image update. #17451
