chore: Merge repo pegasus-kv/pegasus-docker

This patch do the following wokrs:

• Move docker action yaml files to the correct path
• Add path filter to 'Code Lint and Unit Test' to save CI time duration, then if no C++ code changed, the actions will not run.
• Add ci-pull-request-always-pass.yaml to resolve 'Code Lint and Unit Test' always pending issuse (https://docs.github.com/en/repositories/configuring-branches-and-merges-in-your-repository/defining-the-mergeability-of-pull-requests/troubleshooting-required-status-checks#handling-skipped-but-required-checks)
• Rename 'pull_request' to 'Code Lint and Unit Test' in .github/workflows/ci-pull-request.yaml
• Use Github action instead of CircleCI, because CircleCI is not supported for Apache organization repos
• Fix docker README links
